President Bush wants—and will probably get—$87 billion to fund the neverending War on Terror for 2004. Apparently $60-odd million is to support operations in Iraq and Afghanistan, along with intelligence operations and international antiterrorism efforts. The remainder was unspecified in the President's address to the nation.

State budget shortfalls for 2004 will total about $67 billion.
